About PRBC

The Peaceful and Resilient Borderlands Coordination (PRBC) Action strengthens resilience and reduces the impact of conflict and climate shocks in three IGAD cross-border clusters.

The Action

Borderlands as integrated development zones

The borderlands of the Horn of Africa are among the most fragile and underserved areas in the IGAD region. They face recurrent droughts and floods, competition over land, water and pasture, cross-border security threats, and weak access to basic services.

PRBC is a flagship action of SCIDA III (2022–2027), jointly funded by the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ), and implemented by GIZ in close collaboration with IGAD. Under IGAD's IDDRSI cluster approach, it works across national borders rather than within them.

Why PRBC matters

Shared challenges need shared solutions

Communities on both sides of a border share the same rangelands, water points, markets and risks, so their responses work best when they are coordinated.

Climate shocks

Recurrent drought and floods erode livelihoods and push mobile communities into competition for scarce resources.

Resource tensions

Disputes over land, water and pasture can escalate into inter-communal conflict when coordination is weak.

Weak services & coordination

Remote borderlands are underserved, and actors working on either side of a border often work in isolation.

What PRBC delivers

Four interconnected outputs

Cross-border coordination through strengthened IGAD structures, early warning systems and an effective coordination architecture.

Policy awareness on cross-border policies among governments, local authorities, private sector and civil society.

Transboundary resources: stronger shared management of water, pasture and land.

Programme coordination through steering committees, joint M&E, a common KM framework and shared communications.

Knowledge management & learning

Why a knowledge hub?

The PRBC Knowledge Hub makes sure that what partners learn in one borderland is captured, validated and reused in the next, in line with IGAD's Knowledge Management Policy and SOPs.
